The Union Cabinet has approved the updating of the National Population Register (NPR). The cabinet has also approved funding allocation of Rs 3900 crore for NPR updating. It will contain the data of the citizens of the country. NPR update will be started from April next year. NPR details all local residents of the country. It is mandatory for every local resident of the country to register with NPR. If any outsider (foreign) person has been living in any part of the country for more than six months, then his details will also be recorded in the NPR.

The information for NPR was collected in the 2011 census, while going door-to-door in 2010. This data was updated in 2015 by conducting a door-to-door survey. This information was also digitized.

Which Law Provides for NPR?

NPR is prepared according to ‘Citizenship Act 1955’ and ‘Citizenship Registration and National Identity Card Allocation Rules, 2003’. The government also issued a notification regarding this in August.

When and where will the Data for NPR be Collected?

According to the Registrar General and Census Commissioner, all the states and union territories of the country except Assam will go door-to-door with people from April to September 2020. NPR will be updated in the meantime.

What is the Difference Between NPR, NRC and CAA?

Only those included in this list are considered citizens of the state or country. Recently NRC has been implemented in Assam.

CAA (Citizenship Amendment Act): Under the new law, citizenship of Hindus, Christians, Sikhs, Parsis, Jains and Buddhists who came from Pakistan, Bangladesh, Afghanistan due to religious persecution will be granted citizenship. Those who have come before 31 December 2014 will get citizenship. They will have the fundamental rights under the Constitution. No law, including the CAA, can take away these rights. The Muslims will also not be affected by the CAA. A citizen of any country or religion can apply under Section 6 of the Citizenship Act 1955 of India. The current amendment does not tamper with that.

The objective of NPR is to create a complete database of identification of every local resident of the country. This will include its introduction and biometric details. In simple words, it is the work of collecting information of every citizen of the country in one place. 

According to NPR, Who is the Local Resident?

To be included in the population register means a local resident who has been living in a place for 6 months or more. A person who wishes to stay at that place for the next 6 months or more will also be considered as a local resident. The Only information given by people will be recorded in it. 

What Information is Taken in NPR?

Government employees go from house to house to get information about them. Information, name, parents, gender, marital status, spouse’s name, relationship with the head of household, gender, date of birth, place of birth, nationality, current address, period of residence, educational qualification, occupation are sought from every local resident is. It is also noted and its receipt is given.
